SEX OFFENDER INFORMATION FACT SHEET
RISK LEVEL 3 NOTIFICATION
Minneapolis Police Department


The Minneapolis Police Department is releasing the following information pursuant to Minnesota Statutes 244.052, which authorizes law enforcement agencies to inform the public of a sex offender who has been released from custody regarding his criminal conviction. This disclosure is to inform you that the individual who appears on this notification has been convicted of a sex offense or other offense that requires registration with the local law enforcement agency that has jurisdiction over their residence. This offender has advised the Minneapolis Police Department that he is living in our community and is residing in the area of the 2200 Block Of 4th Avenue North, The Harrison Neighborhood.

THIS OFFENDER IS NOT WANTED BY THE POLICE AT THIS TIME.

This notification is not intended to increase fear. It is our belief that an informed public is a safer public. The Minneapolis Police Department has no legal authority to direct where a released offender may or may not live. Unless court ordered restrictions exist, an offender may live wherever he chooses.

Sex offenders have always lived in our communities but it was not until passage of the Community Notification Bill and Sex Offender Registration Act, that law enforcement knew where they were living. Due to the passage of these laws, law enforcement can now share information with the public. Abuse of this information to threaten, intimidate, or harass registered sex offenders will not be tolerated and may be a crime. Such abuse could potentially end our ability to notify the community when sex offenders are released into the public.

The Minneapolis Police Department is available to help you by providing you with useful information on personal safety. The Minneapolis Police SAFE Unit may be contacted at 673-2866 to assist you in forming block clubs and receiving information on crime prevention. They will also provide tips to instruct your children on personal safety.

THE RELEASED OFFENDER: Gerald Robert Henry Dob 05/29/79

DESCRIPTION OF OFFENDER: White Male, 5’9”, 161 Lbs, Medium Build,
Blue Eyes, Brown Hair (Bald), Fair Complexion, And Clean Shaven.


DESCRIPTION OF OFFENSE: This offenders victim pool are females aged 3 to 13. The sexual contact was directed at an acquaintance and a relative. Mr. Henry has also been convicted for crimes of Terroristic Threats and Domestic Assault. He has a history of chemical dependency. Must register through 03/30/2028.

CONDITIONS OF RELEASE: SUPERVISION

May not live in a building where children live.

No direct/indirect contact with minors. Comply with GPS monitoring.

Complete Sex Offender and Chemical Dependency programming.

May not purchase/possess sexually explicit materials ,or enter establishments that offer like minded entertainment. May not solicit contact using any media.

Must comply with Electronic Monitoring and polygraph testing.

May not own/operate any internet device without prior approval.

Obtain/maintain full time employment. Must not own/operate a motor vehicle.

May not consume alcohol/drugs, or enter bars/nightclubs that sell either of these.

May not possess the capability to create imaging by paper/video/digital.
