SEX OFFENDER INFORMATION FACT SHEET
RISK LEVEL 3 NOTIFICATION
Minneapolis Police Department

The Minneapolis Police Department is releasing the following information pursuant to Minnesota Statutes 244.052, which authorizes law enforcement agencies to inform the public of a sex offender who has been released from custody regarding his criminal conviction. This disclosure is to inform you that the individual who appears on this notification has been convicted of a sex offense or other offense that requires registration with the local law enforcement agency that has jurisdiction over their residence. This offender has advised the Minneapolis Police Department that he is living in our community and is residing in the area of the 2000 Block Of Glenwood Avenue North, The Harrison Neighborhood.

This notification is not intended to increase fear. It is our belief that an informed public is a safer public. The Minneapolis Police Department has no legal authority to direct where a released offender may or may not live. Unless court ordered restrictions exist, an offender may live wherever he chooses.

Sex offenders have always lived in our communities but it was not until passage of the Community Notification Bill and Sex Offender Registration Act, that law enforcement knew where they were living. Due to the passage of these laws, law enforcement can now share information with the public. Abuse of this information to threaten, intimidate, or harass registered sex offenders will not be tolerated and may be a crime. Such abuse could potentially end our ability to notify the community when sex offenders are released into the public.

The Minneapolis Police Department is available to help you by providing you with useful information on personal safety. The Minneapolis Police SAFE Unit may be contacted at 612 673-2866 to assist you in forming block clubs and receiving information on crime prevention. They will also provide tips to instruct your children on personal safety.

THE RELEASED OFFENDER: Elliot Sylvester Gassaway Dob 07/04/66

DESCRIPTION OF OFFENDER: African American Male, 5’11”, 252 Lbs,

Large Build, Brown Eyes, Shaved Head, Dark Brown Complexion, And A Light

Mustache And Goatee. Wears Glasses.

DESCRIPTION OF OFFENSE: This offenders victim pool are females aged 15 to adult. He was acquainted with both victim’s. The offender engaged in a dating relationship with the minor female and used force with the adult victim (former girlfriend) in order to gain compliance. In each case, the sexual contact resulted in sexual penetration. This offender reached level 3 status by violating Conditional Release and failing to follow his agents directives. He served an additional year in 2006 for these reasons.

CONDITIONS OF RELEASE: SUPERVISED RELEASE

May not enter an establishment whose main business is the sale of alcohol.

May not possess ,or view explicit material or entertainment in any venue.

Must successfully complete sex offender programming and AOD programs.

May not own/operate a computer with internet access, for social networking.

May not own ,or operate a motor vehicle without prior agent approval.

Must comply with polygraphs as directed by his agent.

Obtain/maintain education/employment/treatment in combination full time.
