Bob Zeman's property is once again becoming a full blown problem property. Normally, he seems to keep an eye on things, often showing up at the property at the ungodly hour of 6:30 to 7:00 a.m. and doing things in the garage that make a lot of noise. But his tenants are getting out of hand despite his visits.
In the past few weeks, every evening, more cars show up than can fit in the driveway. They may crowd into the neighbor's parking area or just stop in the alley. Yesterday, one stopped in the alley, a man came out of another car that had just parked in the driveway. He was handed a brown paper bag by the driver in the alley. It obviously contained a bottle as he tilted it up and took a swig. So the driver of the car in the alley was obviously violating the open bottle law.
Later in the evening, just before dark, one of the tenants walked up the alley with a bucket full of liquid. He walked past my garage but did not go beyond it. Then he walked back to 2707 with an empty bucket. I went out to explore and could not get near the spot, the stench was so bad. It was urine. Why it was necessary to carry a bucket full of urine and dump it on my land behind the garage is beyond me. This morning when I drove past, I saw that there was also some trash that had been in the bucket that was also dumped.
I called Zeman this morning, and he first tried to tell me this wasn't his problem, that he had no awareness of any problem with the plumbing. After a little more discussion, he agreed to go out to the property and check the plumbing.
A neighbor told me this isn't the first time, and that they have been doing this for a while. She showed me places along other garages where there is no grass growing because of them dumping buckets of urine. Isn't this a health hazard as well? |
