I don't have enough minutes on my phone to call 911. How do I file a formal report and charges against the guy who lives here?

BACKGROUND:

This house was owned by my mother and her 2nd husband. Prior to meeting him, he had done time for something to do with cocaine. I really don't know.

He was always abusive towards me, and should have been charged with assault and fleeing the police when he attacked me and broke my nose. He drove off to a motel before the cops arrived. I don't know what ever happened in the process to charge him there. Maybe it's still pending??

Last summer he had gotten into trouble for doing a hit and run while buying drugs at white castle. He was tweaked out and though he killed someone. He had not, but the whole thing was captured on security cameras, so he spent some time on work release probation. He had been locking himself in his room and being a total nightmare to my mother and their young son. He was back to using crack or whatever and failed to give a clean piss test when a random U.A check was ordered. So he spend 3 months behind bars. By this time he had screwed their joined finances as much as he possibly could to the point where $350,000 is owed on a house they "bought" for $60,000.

He got out at the end of August.
It ended with him causing a hellish nightmare for my mom and psychotically accusing her of being with other men. When he figured out she was making plans to move out into an apartment, to get away from his abuses, he changed all the locks on the house so she could get in and move her belongings! We ended up having to open a window so my brother and I could move her out as quick as possible while he was out doing god knows what.

I suppose this is to much personal information, but now you know who your neighbor is.
He just takes advantage of every scam he can. I had lived there for a little while and had stuff in storage. He stole some of my things and pawned it for drug money. What he couldn't pawn he smashed in the ally, just to be a prick.
He Tried to steal some of my late grandfathers items, coins left to my mother. I'm fed up!
I think this career A-hole should not have been in a position to destroy my moms family.

So now she has moved out, thank God.

CURRENT PROBLEM:

I was receiving mail there. Although I filed a change of address, I've started receiving notices that my credit card application has been denied. I've NEVER filed for any credit cards, so after 4 of these denials, I called discover card to ask what was going on.
Apparently he has been stealing junk mail addressed to me and applying for credit cards in my name.
Discover card has online applications filed from HIS EMAIL ADDRESS! Damned idiot. But I'm glad, because this would seem to me to be enough evidence to charge him with mail theft (federal crime, right?) and attempted Identity theft.

What do I do to file a police report and have them request records from discover card and all other companies he is frauding??

I've been lucky he doesn't have my S.S number, and so has not been successful. But now I have multiple "inquires" on my previously spotless credit report. Those are not good and stay on for 2 years.

I would like to charge and sue him as hard as justifiably possible, for 10 years of violation of me and my family. Being that the evidence is strong. The credit card companies would have his IP address I imagine.

What do I do?

Well tonight that fool ended up in the apartment OVER HERE, saying he was going to mop up street with me and trying to instigate a fight saying lets take it outside. I told him I wasn't interested in fighting him and he'd better stop stealing my mail. At which point he told me to get a change of address and shut my fucking mouth. I told him changing addresses is how I found out he was stealing my mail, and leave the apartment. He did not leave, and continued to insult and try to provoke a fight.

The whole reason he was over here was to play sober cab after my Mother fell extremely intoxicated. She wasn't gone long enough to drink THAT much, and I would say shes acting like someone drugged her. He is the LAST person that should have been called!
Damn idiot crack head standing HERE, in my space, calling me names blaming me for his failed marriage! It couldn't possibly be that he's responsible himself, for doing hit and runs while buying crack. Could it?

Incredible I should have to deal with this jack ass at all anymore!

Well whatever to whoever reads this.
Probebly only criminals read this to find out who the snitches are.

I think you are using this blog/board incorrectly. It can certainly be used to ask for advice, which we are all happy to help out with - - but it sounds like you are just airing out your dirty laundy on this site.

You need to report you concerns to the police directly and give them all of your details.

This blog is operated and maintained by a responsible group of citizens, business owners and other Northside individuals that are concerned about the future of our community. This board is constantly monitored by an administrator, other members as well as members of the city, neighborhood organizations and crime prevention teams.

You simply need to be calling 911 when these problems you are having arise so that it can be documented. Perhaps you should look into a restraining order.

In the future, we would also appreciate if you could refrain from profanity on the blog as well.

I'd actually read elsewhere that calling 911 doesn't do as much as "story telling" on this board.
Characterize it as "airing dirty laundry" if you will, but I'm describing crimes, and a pattern of criminal behavior, by a resident of the 4th precinct.

This serves as a public warning, where as 911 would not give my neighbors an idea or insight as to who lives where.
In addition, our group of Operators, Monitors and Maintainers, are exactly who I would like this to be on radar with.

It is information about this address, contained in it's own thread. If it is not relevant to you, you don't have to read it.

I understand your perspective, "COOP". But, I defend my use of this forum as proper and exemplary. I am also very concerned about the future of our community. I do not take perverse glee at reading the crime stats, or at knowing the Northside is being destroyed the same way South Central L.A was.
I mean, this guy doesn't have 100 thousand CAPRS like some of these other "hood agents" I'm reading about. But, if I can warn my neighbors that a once convicted cocaine dealer is off the program and looking for trouble again, well then, this is how I'm going to do that.

Perhaps my language use at the time of being so offended, can serve to illustrate the situation better. Still, I apologize if I was to profane for normal sensibilities.
