This trio was walking the alley between Penn and Queen in the 2700 block, looking for a place to hide. They went to the garage at 2718 Queen, but it had recently been boarded. So they walked back down the alley to the pile of rocks in front of the door to the garage at 2710 Queen. This is a vacant building (although now being rehabbed). I can't tell what they were smoking. Probably weed, but they were trying very hard not to be observed, and they kept checking the alley to be sure no one was coming that would see them. The African American woman is a regular on this block and is a prostitute. The white woman is relatively new here. The man is often on the corners waiting for deals or keeping an eye on the prostitutes. The white woman has been walking with him a lot recently.
